Both grids have same decals applied at 100% yet the surface with the darker materials is affecting the opacity of the decals. Shouldn't the decals be 100% bright (normal)??

Was hoping to apply decals and tweak the percentage to mix with the surface materials but there's no control over it. What am i doing wrong?v

Hmmm... is there a reason "Diffuse Falloff" is set to 150% in Material1?

Yes that was it (I am truly an idiot) and thanks but I have a question regarding a new mystery (oh boy) Any idea what causes these streaks? They show up in the Chor. as well.

I notice they don't appear in a progressive render (Shift Q) or a  multi pass render but they do in a regular render.

I will look some more.

Diffuse Falloff controls how fast brightness of a surface declines as the angle turns away from the "hotspot".

100%

Above 100% the hot spot can get very small and there may not even be one on a flat surface that isn't aimed exactly right.

150%

A color decal exerts no control over Diffuse Falloff so any underlying surface parameter that does gets used.

IIRC, It is possible to make a decal that does control Diffuse Falloff if some detailed control of that were needed.
